custom alert creation

Hi,

Does QC 10 allows the ability to create custom alerts other then 4 system defined alerts? I've read previous post but there were no conclusion on either of them. 

Scenario:

I've linked a defect of type enhancement directly to requirement and would like the person assigned to ticket be alerted in defects module when requirements change.
