ALM Dashboard Analysis Folder access

Hello

In ALM Dashboard Analysis View, I am trying to Copy and paste a file from Private folder to Public folder but getting an error saying "Insufficient permission to copy an analysis element of type 'Excel Report' to the 'Public' sub tree". Could you please help on this.
