Quality Center Community Edition - set-up

Hi

I am trying out the Community edition of QC on an Azure virtual machine.  According to the website, licenses should be for named users; the admin portal won't let me set up named users.  

Also, when I try to access the desktop client, it says there are no resources. I assume the two issues are the same.

Does the community edition have all of the functionality of Enterprise, or is it reduced? I can't find anything that states what you can and can't do with it (other than 5 user limit). i.e does it have UFT or Loadrunner?
