Unable to create default project in QC 12.20 due to LAB_PROJECT

I recently upgraded a QC 10.00 system to QC 11.52 (by exporting a database and setting up a new application server and a new database server).  That all went successfully (after finally getting all the individual projects updated with the correct settings in the dbid.xml files!)

 

I'm now trying to upgrade from 11.52 to 12.20 - again, in a new server environment (they're all virtual machines).  I have a new application server and essentially just cloned the database server (giving it a new name/IP/etc...)

 

My install of QC 12.20 goes successfully, and all my existing projects show up in my Site Administration tab in 12.20.  However, when I try to create a "dummy" project so that I can get a valid dbid.xml with the new encrypted password/etc., I get a failure indicating that the LAB_PROJECT needs to be imported/created first.  I see the files that the install created in the repository that correspond to the LAB_PROJECT, but the system won't let me restore that project, and therefore I can't create any new projects.  Pretty much, I'm stuck....

 

Does anyone have any ideas on how to proceed to allow me to upgrade the existing projects from 11.52 to 12.20 (or even just to get going restoring the LAB_PROJECT files?) ??

 

FYI - this is all on a Windows Server 2012 R2 environment with Oracle 11g.
