Tests with Design Steps Report issue

Hi, 

Currently on all projects when I create a Test with Design Steps Report in Test Lab it will do it for every test which is fine, but for some reason there is one project in which it will only do the Folder that I have selected?   Is there a setting somewhere so it will do every folder in Test Plan?  I've checked Document Generator but still have not found anything.  Thanks.
