Set background color of a Tab in Requirements

I'm using ALM 12.01 and have setup my Requirements details with a seperate Tab for each department responsible for some section of the requirement.

When a requirement gets assigned to a department using a Dropdown box on the main Details tab, I want to change the selected departments Tab to a background of Red.  

I Can't figure out any way to set a background color for a Tab, or any field in ALM.

Is this possible?

My Option 2 which I  was investigating is that once you select the Assigned To Department, I would move the focus to that departments Tab but I can't figure out how to set focus on a control.
