Problem with siteadministrator - SAapi

Hi guys I am want know how install SAapi

I am using siteadministrator and wish make macros

Although I have OTA installed in my visual basic although when I try run this code 

'Retrieve the SiteAdminApi Interface
Set mySaApi = CreateObject("SAClient.SAapi")

 Is show a message '429'  ActiveX 

I need install this api? where I found it?
