Message Banner on QC 10

Hi All,

We are planning to make few changes on our QC 10 instance, we need to inform the users of the same.

What we need need a message banner on QC 10 so that when ever any user logs in to QC 10 to any project he or she can read the message which is to be displayed at the top of the page.

Any ideas or suggestions ?
